Can anyone confirm that ABC, FOX, PBS, and WB in Madison are passing true 5.1 for audio?

AVS says the following (caps denote 5.1)

Madison, WI -  ABC (27)  -  cbs (3)  -  FOX (47)  -  nbc (15)  -  PBS (21)  -  WB (57)
found here

Also, has anyone else noticed the new rebecca romain (sic) show on the WBHD just seems to be passing one of the channels (no center).  I think it is called piper something.  For that show, just watching her might be a benefit...

Actually, it varies by individual program as well as local station capability.  I've seen DD5.1 on network HD programming but DD2.0 on local programming on WKOW (ABC) and Fox47.  On WHA-DT, it varies by program.  Last night's Austin City Limits was DD5.1 but some programs are DD2.0.  I don't watch WB57 much, but I believe they do pass DD5.1 on some network programs but DD2.0 on local.  WISC (CBS) seems to broadcast 5.1 on all programs, although the originating source program material may be 2 channel or even mono.  Finally, DD5.1 seems rare or nonexistent on WMTV (NBC).  Maybe the Olympics were passed along as 5.1, but I don't recall.  Maybe other posters can add more detail.

"True" DD5.1 means what?  Where the source program is actually mixed in 5.1 and sent along all the way along the broadcast path?
